Excellencies, Mr Director-General UNESCO,
The International Association of University Professors and Lecturers (IAUPL) welcomes the organisation of the Dialogue on the Governance of Artificial Intelligence in Geneva, with a strong contribution from UNESCO, and commends the publication of the Preliminary Report of the Independent International Scientific Panel on Artificial Intelligence UN (AI). The IAUPL has promoted this Report among national advisory committees, which are drawing on its content to develop the national competency and training framework for AI.
The IAUPL strongly supports the Director-General’s proposal, set out in paragraph 41, to develop a new international normative instrument to protect and empower young people in the age of Artificial Intelligence.
We are convinced that UNESCO will draw on its specialised expertise for the next stage of the Dialogue, scheduled for May 2027 in New York, as well as in the follow-up process to the Global Digital Compact at the 82nd session of the United Nations General Assembly. In preparation for this inter-agency and intersectoral follow-up, within the framework of UNESCO80, and in response to emerging so-called artificial forms of « rationality », as well as quantum rationality, the IAUPL has already raised awareness among Member States, during the Joint Meeting of the United Nations General Assembly and ECOSOC last May, in support of a Resolution on Quantum Technologies.
Ladies and Gentlemen,
In the context of the revision of the Recommendation concerning the Status of Higher-Education Teaching Personnel, the IAUPL calls for preserving the institutional status of university professors, strengthening academic freedom, and regulating the use of Artificial Intelligence in accordance with the principle of academic freedom in teaching. An expert study prepared by the IAUPL has been made available online to the Secretariat and Member States on an Open Science platform, in order to contribute to this revision.

L’Association Internationale des Professeurs et Maîtres de Conférences des Universités (IAUPL) se félicite de l’organisation du Dialogue sur la Gouvernance de l’Intelligence Artificielle à Genève, avec une forte contribution de l’UNESCO, et salue la publication du Rapport préliminaire du Groupe scientifique indépendant sur l’Intelligence Artificielle ONU (IA). L’IAUPL a fait la promotion de ce Rapport au sein des comités consultatifs nationaux, qui prennent appui sur son contenu afin d’élaborer le référentiel national de compétences et de formations pour l’IA.
L’IAUPL soutient fortement la proposition du Directeur Général, au point 41, visant l’élaboration d’un nouvel instrument normatif international pour protéger et autonomiser les jeunes à l’ère de l’Intelligence Artificielle.
Nous sommes convaincus que l’UNESCO valorisera son expertise spécialisée pour la prochaine étape du Dialogue, prévue en mai 2027 à New York, ainsi que dans le processus de suivi du Pacte Mondial Numérique lors de la 82e Assemblée Générale des Nations Unies. Afin de préparer ce suivi inter-agences et intersectoriel, dans le cadre d’UNESCO80, face aux émergentes « rationalités » dites artificielles, mais aussi celle quantiques, l’IAUPL a déjà sensibilisé les États membres, lors de la Réunion conjointe de l’Assemblée Générale de l’ONU et de l’ECOSOC, en mai dernier, en faveur d’une Résolution concernant les Technologies Quantiques.

Dans le cadre de la révision de la Recommandation concernant la condition du personnel enseignant de l’enseignement supérieur, l’IAUPL appelle à préserver le statut institutionnel des professeurs universitaires, à renforcer la liberté académique et à encadrer l’usage de l’Intelligence Artificielle dans le respect de la liberté pédagogique. Une étude d’experts élaborée par l’IAUPL a été mise à la disposition du Secrétariat et des États membres en ligne sur une plateforme de la Science Ouverte pour contribuer à cette révision.
